• The PBPP three-year recidivism rate is 42%, a decrease of almost six percentage points over the past five years. This decrease equates to approximately 600 fewer offenders returning to prison during the first three years under supervision based on approximately 10,000 releases per year.

• The PBPP one-year recidivism rate is 17%. This is a significant decrease from a rate of 26% five years ago. This equates to approximately 500 fewer offenders returning to prison in the first year of supervision based on approximately 10,000 releases per year.

Problem solving case management continues to help parolee’s successfully complete parole...

• Each year thousands of offenders successfully complete parole. The number of cases successfully completing their sentence increased 20% since FY05/06, resulting in a total of 6,815 parolees successfully reentering society in FY10/11.

Fewer technical parole violators are returned to prison due to effective parole violator management strategies...

• In FY10/11, the percentage of technical parole violators (TPV’s) returned to prison decreased 36% (to 2,425) over the base year of FY05/06 (3,808) - approximately 930 offenders each year.

• Since March 2010, when parole violator centers were established, through June of 2011, 1,242 offenders were diverted to technical parole violator centers to have their relapse behavior immediately addressed.

• In FY10/11, 64% of parolees who were able to work were employed.

Drug tests are overwhelmingly negative...

• During FY10/11, 92% of the 118,182 drug tests given to detect illegal drugs were negative.

Percentage of parolees on the run continues to decline...

• The Board’s efforts to aggressively pursue offenders who fail to report to their agent continue to pay off – the percentage of absconders has declined from 6.2% (1,611) in FY03/04 to 3.2% (1,081) in FY10/11 despite an increasing parole population.
